A disrupter can be found early on before reaching the area described on the main page:
From the beginning of the game:
1) Complete the 'first day on the job' section until you get gassed.
2) Get the wrench near the corpse as normal on the second 'first day on the job'.
3) Go back into the room the character woke up in and smash through the 'balcony' glass.
4) Go through the broken glass and look for a room on the right hand side with what could be descriped as a medical chair - same room has a whiteboard that look like it has an erased safe code on it.
5) In that same room climb up the device attached to the wall next to the whiteboard then onto the taller device next to that then look in the container with a not on it for the stun gun, some ammo and other misc items that may be useful.
