William Mitchell was the head chef of Talos I, preparing food for the entire station's inhabitants in the Kitchen in Crew Quarters.

He was an exceptionally talented, award-winning chef. Before going to Talos I, Mitchell was the Head Chef at the Space Institute.
When Annalise Gallegos and Quinten Purvis decided to reveal the truth about the experiments performed in Psychotronics, Mitchell agreed to smuggle food inside the container that Purvis intended to use for his return on Earth as a favor, not wanting to hear about the duo's motivations.
Morgan Yu appeared to know Mitchell well prior to the memory erasure. Mitchell has a photo of him and Morgan together in his cabin, and Morgan helped Mitchell reprogram his Operator assistant Skillet to be more chatty, for which Mitchell was very grateful, though the same couldn't be said for Danielle Sho.

William's talents were copied into a Neuromod, and then implanted into Luka Golubkin for testing as part of the Volunteer program. After the Typhon broke containment and Luka made his way into Crew Quarters, Mitchell let him inside the kitchen, where Golubkin murdered him, cut up his body, and stored it in a box in the freezer. Luka then masquerades as Mitchell when he confronts the player in the Crew Quarters.

Morgan can find "suspicious meat" in the kitchen's freezer. William's tracking bracelet can be found inside of it, implying it to be Mitchell's remains.
